Manufactured Homes in Ashley, Indiana: Which County’s Rules Apply to Your Lot

Ashley is a small town with an unusual complication for anyone placing a home: the town sits on the DeKalb–Steuben county line. Neighbors a few hundred feet apart can fall under different county plan commissions, different zoning ordinances, and different permit desks. If you are buying a lot here, the first question is not which floor plan — it is which county you are actually in.
Why it matters more than it sounds
County ordinances differ on the details that decide whether a manufactured home works on your parcel: the zoning districts that permit one, minimum width or square footage, whether a permanent perimeter foundation is required, skirting standards, and setbacks. Two adjacent lots can have genuinely different answers. Guessing, or assuming the rule your cousin followed in another township applies to you, is how people end up with a home they cannot place as planned.
How to settle it in one afternoon
Pull your parcel number from the property tax record — it tells you the county and township outright. Then call that county’s plan commission with the parcel number in hand and ask three questions: is a HUD-code manufactured home permitted in this zoning district, what foundation and skirting are required, and what permits do I need before delivery. Write the answers down with the name of the person who gave them. Our zoning guide lays this out in more detail.
Then the easy part
Ashley is a short drive from our Auburn showroom — close enough to come twice. Champion’s HUD-code lineup runs from single-section Prime homes through multi-section Paramount layouts, all built indoors in 6 to 8 weeks and quoted line by line. Browse floor plans before you come so the visit is about deciding, not browsing.
Common questions
Which county is Ashley in?
Both, depending on the parcel — the town straddles the line. Your parcel number settles it; do not assume from the mailing address.
Does the county line change what I pay?
Not the home. It can change permit fees and what your contractor has to build, which is one more reason every quote we write breaks the home, options and delivery onto separate lines.
Who can help me read this?
Bring us the parcel number and what the county told you — get in touch and we will talk through which homes fit. See also Steuben County and DeKalb County.
