Around Hamilton and Hamilton Lake, as across rural Steuben County, there are still older homes on private lots that people call trailers — and in the technical sense they are right. Anything built before 15 June 1976 was made under no federal construction standard at all. What we sell is a different category of building that happens to share a delivery method.

What changed in 1976, and what it means for you

On that date the federal HUD code took effect: an enforceable national construction and safety standard covering structural design, insulation and energy, heating and electrical systems, fire safety and wind resistance, inspected at the plant through the build. Every home built to it carries a red certification label. A pre-1976 trailer has none of that behind it, which is why lenders, insurers and county ordinances all treat the two differently.

The practical consequences are large. Pre-HUD units are difficult to finance, expensive or impossible to insure well, and many counties will not permit one to be moved onto a new parcel. A new HUD-code manufactured home is financeable through ordinary chattel or land-home lending, insurable as a normal home, and permitted wherever the zoning district allows the category.

What replacement actually involves

Replacing an old unit on ground you already own is usually the most affordable route to a genuinely new home in Steuben County — you own the land, the utilities are there, and the access already carried a home in once. The parts to plan for: demolition and disposal of the old unit, an honest look at whether the existing septic still meets county requirements, whether the existing pad or piers suit the new home, and any setback rules the old placement was grandfathered against but the new one will not be. Common questions

Is a manufactured home the same as a mobile home?

Not legally. Mobile home refers to pre-1976 units built to no federal standard. Everything built since is a manufactured home built to the HUD code. The words get used interchangeably in conversation; lenders, insurers and zoning offices do not use them interchangeably.
